“Be the Change”: How Frantz Berthaud Is Transforming Cancer Care in El Paso

Frantz Berthaud, MPH, FACHE, currently serves as the Senior Vice President of Oncology Services at University Medical Center of El Paso (UMC), a role he began in August 2025. With over 15 years of experience in cancer program leadership and public health, Berthaud brings a data-driven, equity-focused approach to advancing oncology care in the El Paso region.

Berthaud’s professional background includes leadership roles at some of the nation’s leading healthcare institutions. Prior to joining UMC, he served as the Market Director of Oncology at The Hospitals of Providence. Before that, he spent more than a decade at Dana-Farber Cancer Institute in Boston, where he progressed from a clinical administrative role to the Administrative Director of Disease Center Operations. 

A graduate of Boston University School of Public Health (SPH), Berthaud earned his master’s degree in health policy and management in 2015. His decision to transition from clinical research to health policy was driven by a desire to address systemic inefficiencies in healthcare.

“It became a numbers game for me,” Berthaud told BU SPH. “When you’re building public health infrastructure, especially in the cancer space, you’re doing it with the understanding that you’re serving everyone—those left behind and those with fewer resources.”

Berthaud’s personal and professional experiences have shaped his commitment to health equity. Raised in a Haitian-American household by a single mother and three older sisters, he developed a sense of service. His work in cancer care became even more personal after the loss of his sister Morva to breast cancer in 2017.

In 2024, he testified before the Massachusetts Legislature in support of “An Act Relative to Medically Necessary Breast Screenings and Exams for Equity and Early Detection,” which was signed into law later that year. A framed copy of the bill now hangs in his office as a reminder of his mission.

Now at UMC El Paso, Berthaud is overseeing the development of comprehensive oncology services at the new Fox Cancer Center, currently under construction in partnership with Texas Tech University Health Sciences Center El Paso (TTUHSC El Paso). His responsibilities include building out services in medical oncology, radiation therapy, infusion, imaging, clinical trials, and patient navigation.

Collaborating with stakeholders from UMC, TTUHSC, and the broader community, Berthaud is conducting a regional needs assessment to ensure the new facility aligns with the specific healthcare needs of the El Paso population.

A recognized Fellow of the American College of Healthcare Executives (FACHE), Berthaud also served as an instructor at Boston University School of Public Health from 2016 to 2022, co-teaching a course on strategic healthcare management. His involvement in academia reflects his broader goal: to inspire the next generation of healthcare leaders.

“There’s nothing that says we need to be given permission to change the world,” said Berthaud.
